Last year we saw an attempt by Bush & Co to deal with something called marriage in a manner that differs only semantically from "referendum".

There where ballot questions in various states but the results of the ballot issue only have direct effect on a state level. The issue may have been one that arose across the nation but in terms of the referenda it was a series of state issues. We don't have binding national level referenda in the US.
