Surely our intelligence agencies were not totally in the dark on the Food for Oil scandals. Why didn't the US (Clinton & Bush) push quietly behind the scenes to clean up the UN? Instead, the approach (especially on the right) is to publicly bash the UN and work to circumvent it. When I have an employee that is under performing, I have a choice: 1) document their shortcomings, give them poor reviews, snipe about them with coworkers, and finally fire them or 2) privately discuss the issues and attempt to assist them in improving.

Please note that in both the employment and UN situation, many people might consider it better to start over with a better person or organization. There is a point to that, but employers that understand how to better their existing employees, and countries that improve international institutions are move valuable IMHO and I think will accomplish more in the long run. There are terminal cases of course....
