This might snowball into something that no lobby can control as it is a surefire way to garner votes.

The recipe is simple, find a target group that embodies the frustrations of a significant voting block. Then associate more and more negativity/evil with that group and propose a simple solution.

Result: Great exposure and significantly increased popularity.

Examples: War propaganda against Germany WW1, Hitler and the Jews, CA prop 187, etc., etc.

Once the ball gets rolling it will be very difficult to stop.

This sentence from the Bastiat article, referenced by Heinz, explains it very well:
