karen, isn't the Congress supposed to be the part of the Government that offers suggestions as to new laws/programs. I believe the President CAN offer the suggestion. But Congress is SUPPOSED to do that.

The Democrats, by only opposing, are hurting themselves by showing their true colors as a current party of no new ideas.

I think they just don't want to put a plan on the table before Bush does. If Bush ever offers one, the Dems will have counters, I expect.
