I guess... but, quite honestly, I don't think that would work. There would be poaching of any animals living on the commons. Where I live in some of the remote areas, they have reintroduced tule elk. It is not known whether primitive man was responsible for the death of the large mammals but it is a current theory:

I tend to favor the mixed cause hypothesis because there is no large scale anthropological sites that would support the number of humans it would take to kill off ALL the horses and camels.
