How is one supposed to know this if they are not Catholic?

I have attended Mass several times in Catholic churches. Every time I have, the priest invites all Catholics to take communion. Most priests are explicit that the invitation is only for Catholics. Perhaps you are right about Clinton, it may have been his first time inside a Catholic church.

I have great respect for Catholic ceremonies and try to respect Catholic traditions.

Thanks for pointing out the possibility that Clinton could have overlooked Catholic customs. I was probably too harsh on him when assuming Clinton was indifferent to Catholic sensibilities.

I didn't realize that either........what a ridiculous form of discrimination. No wonder the Church is in trouble.
