What is of more interest to me is what you mean by "effectiveness" measured as a percentage.

Does 60% effectiveness mean .6 kills per shot? That's pretty high in the real world but it might be reached with guided weapons under certain circumstanecs. .9 kills per shot is almost never reached, and if it was reached for more than a very short time it would have to be against an enemy that was totally overmatched and/or very stupid.
