That may be due to the fact that even now, helmets are not standard and accepted ski-wear, whereas many motorcyclists now wear helmets.

As an aside, the entire time I was in Hawaii I noted that not one motorcyclist I saw was wearing a helmet. Also, the only bicyclists who appeared to be wearing helmets were clearly tourist types.
