I can tell you an amusing story about the Keiretsu structure in Japan. Chevron's international fleet oil tankers were all built by Mitsubishi. This meant all of the parts came from companies which were part of the Keiretsu Mitsubishi belonged to, which the exception of specialty equipment like gun-cleans and EPIRBs.

A friend in the purchasing department decided we were spending many multiples of cost too much for replacement gaskets on the tankers. He requested bids from another Japanese gasket company which belonged to a different Keiretsu.

The Japanese gasket company responded with a long telex which was very polite and very noncommittal. He responded by asking them whether they would be willing to sell Chevron gaskets. He indicated that their reply should say only yes they would sell Chevron gaskets, or no they wouldn't sell Chevron gaskets. They responded with an extremely polite 27 page telex which contained neither the word "yes" nor the word "no".

That's the power of the Keiretsu in Japan.
