TJ, Of course it was a result of the British system, and so are the delights of Bermuda, Jersey and other freedom-loving low tax places. I suspect Tobago, Trindad and other Caribbean places were also British Empire zones of freedom. Not all retain the nice demeanour enjoyed under the benign British - check out Zimbabwe for a nasty example, and not forgetting Idi Amin's efforts.

I note that Hong Kong was NOT democratic under Pommyland, so there's more to freedom than democracy.
