As you note, the time horizon is long and the investment is large. It is unlikely that any sane company would attempt entry. Its understandable, however if the the demand for refining capacity grows as expected the potential returns of investing in such capacity would be enormous. You would think someone would take the risks. It would be to benefit of the current big oil companies to make the investment themselves, and they are big enough to manager the risk. Unless the approval process is even tougher than I think it is I don't know why they don't do it. Tim
