re: Why would a religion want to restrict its recommended practices at all? Any religion that seeks to include people within its fold should (it seems) encourage all to practice its "rituals" in the hopes that non-believers will come around.

The goal of the Catholic church is to create more Catholics. If you can't have your sins washed away in other religions, but you can as a Catholic, thats a benefit. Why give it away free?

Same with birth control. They want Catholics to multiply.

I'm not going to argue about what the best tactics might be. I don't know or really care, I would just note that the Roman Catholic Church may have a different opinion about what tactics would work best. In any case I don't think the rule is a matter of tactics to increase its fold. Its a matter of religious belief, and I don't see reason why they can't or should not follow their belief on this.
