I did some hiking in that area about 15 years ago. From the southern slopes of the Huachuca Mountains in the Coronado national monument I could see way out into the scrub lands of Mexico. The area seemed completely deserted, and I wondered why the aliens didn't try crossing the border there. Apparently it didn't get started until later when they hardened the border in California.

Arizona should form an official civilian corp to watch the border counties. Deputize the Minutemen, without authority to arrest or carry weapons. Pay them a minimal stipend, with state radios and equipment, and the problem is solved. No more "crazy gun-nuts" complaints. It's definately in the state's interest.
