While the Stinger was effective, IMO the main reasons why the Soviet battle plan was ineffective were 1 - The lack of discipline of the Soviet forces in Afghanistan (the rebels bought some of the weapons from not just the Afghan government forces but from Soviet soldiers and officers), 2 - The lack of flexibility of the Soviet forces, 3 - Low morale among Soviet forces in Afghanistan, and 4 - The strong determination of the opposition to the Soviets.

I do think the accounts of the incredible success of the Stingers are either inflated or where accounts from the initial uses before the Soviets came up with any response.
