Most of those not eligible have lower strikes. These would have a higher fair value when expensed, right?

Nope - other way round. Expense is directly proportional to strike price.

I am still reluctant to look at options expensing to be sure thing to come by midyear

Looks like a good call - seems the SEC is on the verge of delaying expensing to fiscal years (not quarters) beginning after June 15th. See article in WSJ today.
