Nope, actually he pays nothing and takes home a fat check since he's an private security specialist, retired Special Forces.

Subcontracting - puts experienced folks back to work doing jobs the military is too thin to handle.

Actually there is a formal process for determing whether its cheaper to do work in-house or contract out. Its called an A-76 analysis and is required before work is contracted out.
