Well the problem with price gouging is supply and demand. I am seeing a bigger difference in prices at the pump. Stations next door to each other getting 8-10 cents differnce in price.

I suspect this is not price gouging but one companies ability to deliver the gas to the station at a better price then the competition. I'm sure the station with the higher price sees their revenue drop when they are that different, especially since they monitor the competition daily.

How can they?
Well maybe the cheaper station owns refinaries?
Maybe they bought futures at a cheaper price?

Who knows...
