When Pubs rever to "elites" they generally mean people who, unlike them, know how to read and analyze. Perfect example...the State Dept. conducted a one year in depth study of what the post-war consequences in Iraq might be, and how to prepare for it. It was submitted to DOD, who promptly place it, in effect, in the garbage...it was not read and/or taken seriously...and ALL their predictions came true and if the recommendations had been followed, we would have been a lot better off...as you know, DOD has admitted they had NO post-war plan. Why did this happen? Because of the "anti-elitist" attitude of Rumsfeld et al over there.
