No, the point was that they are already there, so removing them will disturb wildlife habitats.

I can attest to that. There's not much on the bottom there so rigs get a lot of attention, also wrecks. However, if the point is to create artificial reefs, there are cheaper and more aesthetic ways to accomplish that.

True, but you don't get oil out of those other artificial reefs.
