CB, What we have planned to do, is catch the mother cat, and the kittens, when they are close to being weaned, and take them to the SPCA, which has a good reputation here for finding homes for pets.

We have been feeding the mother cat, and she is so familiar with us, that she will ask for her petting after a meal. There should be no problem with catching her, and the kittens will want to be with her.

Here you can rent a trap from the county for $5 and the cats will go into the trap for smelly fish like sardines.

Seemslike how we trap possums here in Aus, except its illegal, so we can't rent traps from the county. We use apples instead of fish.
