Elroy, it's because IT departments aren't very good at measuring long term costs of outsourcing. Lizzie and Amy and the others are talking pretty much exclusively about outsourcing R&D on new products, and mainly software development, and usually within startups. You're talking about something different, I think. Regardless, my view still holds, as far as I can tell: It can't be both a long term trend and not cost effective. If it isn't a superior method, companies will revert to the old method. If it is a superior method, then the complainers are wrong.
