I think this is what the supporters of torture believe. If we had a suspect in custody, HARD evidence that he was part of a such a plot, I wouldn't be against using torture if other methods proved ineffective.
My problem is for the overwhelming majority of instances where we have no real evidence at all, or very sketchy evidence at best. Is torture still the way to go for you? We had no "suspects" to torture prior to 9/11.
