One hand selling to the other hand, which sells it back a penny lower, etc.... Making it seem like there are a lot of sellers competing to dump at lower and lower prices. Thereby drawing in true supply at the lower price, which is used to cover short positions. The NYSE specialist indictments seemed so petty. Basically getting a penny or two on a few thousand shares a day. That seems so miniscule compared to the hedge fund manipulations.
