An example of the deck-stacking is the rule that allows a specialist 30 seconds to undo a trade if price goes against the house.

Basically the hapless retail trader offers shares at a price. The specialist "provisionally" buys them, and removes them from the order book. If he can sell them higher within 30 seconds, they print a fill. If they can't, they undo the trade, and all you know is your order is still pending. That is not only legal in NYSE, but now NASDAQ is trying to get SEC approval for NSADAQ market makers.

This is the real scam.
