I think you might be right that about what is the bigger factor but I think the stop loss factor isn't insignificant.

You are referring to reservists.

The IRR folks do not train and are not paid.

IRR is a limbo land military folks are thrown into for a coupla years prior to final discharge. It was created solely, as I said earlier, to provide a pool of manpower for national emergencies.

No members of the IRR were called to active duty during the Vietnam war.
