I don't have that much of a problem with "fake marriages". Whatever reason someone marries someone they are legally married. As long as you require the marriage to last a certain amount of time before you give someone citizenship or permanent residency rights I have no problem. I don't think people should be prosecuted for such "fake marriages". I don't think its the government's business why someone get married.
