While Bush has the most sophisticated propaganda machine on the planet at his disposal, Saddam merely controlled the media in a nation of 24 million. Other than that, I don't see a dime's worth of difference.

Both hire Ba'athist thugs at Abu Ghraib. Both found the oil prize under Iraq's sand to be irresistible. Both find that lying comes naturally. Both use and abuse torture. Both have little respect for the rule of law.
