Some will be new vehicles, but it's better having an efficient new vehicle than a less efficient vehicle, is it not?

You are stuck on hybrids. Right now on the roads we have efficient and not efficient vehicles. We need to promote a replacement cycle by subsidizing the replacement cycle to efficient vehicles.

re: I am not arguing against efficiency. I might argue against certain steps that have the possibility to decrease fuel use, I might argue that other steps won't do as much as you claim even if I don't actually argue against them, but I'm not arguing against efficiency in general (quite the opposite really) or even efficiency in cars use of gasoline.

You sure seem to be.
