The Tsunami showed Bush's utter lack of Christian compassion.
12 billion for SDI which doesn't even work, and what did he propose, 12 million for Tsumani relief in a country which a fire Al Qaida threat? Only after the press blasted him did Bush change his tune. Bush will give away anything to the oil cartel but nothing much for real people in need unless it's in a battleground state and it's an election year.
