we have gone from about 4% officers in WWII to 13% today.

The numbers are higher, closer to 20%

The Army reported 80,580 officers and 409,410 enlisted on 2/5/05.
And 4,083 cadets.

Two quick reasons for the higher Army numbers over WWII are:
The Army has lots of pilots now.
SF and SOF have an extraordinary high number of officers.

Including all services the officer count was reported as 226,232...enlisted 1,166,069 and cadets 12,449.
