Delay has paid off tons of GOP lawmakers whom he forces to vote with him. That's how he came to power, by using unethical and illegal fundraising from regulated industries (gambling, tobacco, pollutors, guns, pesticides, oil etc.) promising favorable legislation in return, then spreading some of the money around to all his loyal congressmen and legislators. A real political mafia with Delay on the throne and all kinds of nasty legislation for sale. Delay also runs some of Bush's dirtier tricks out of his Texas gang, like the Smearvets. And he has extensive use of religious right and NRA zealots as foot soldiers. But the harder they come, the harder they fall. Boss Delay is about to have the rug pulled out from under him. A lot of rats will abandon his ship once they realize their association with him could cost them re-election. The king rats in the White House like Karl Rove are also worried, though they're already fat and happy. What they're most worried about is congress changing hands next year because that means subpoena powers.
