That's exactly what was put into production today.

The Ignore On/Off toggle only pertains to public messages. Eventually, it will appear only on pages where it is meaningful: subject.aspx, read_msg.aspx, and read_msgs.aspx.

Regarding PM's, if you have someone on ignore and/or they have you or ignore, neither can send a the other a new PM, nor can they respond to existing PM's. The other fix today was to block future PM replies when there is an ignore created by either party.
