kholt, That has already been discussed. There should, definitely, be a list of those that murder, or harm their victims in physical, or mental ways, and another list for those that are not really dangerous. For instance, an adult that has sex with a consenting person of 17, or 18, should not be considered a sexual pervert. Poor judgement maybe, but no crime. A person that exposes himself may be a pervert of some kind, but not real crime has been done.

How they sort this out, I do not know, but there should be ways to make sure the violent perpetrators never get out of prison, and to lessen the punishment for those that are just a little looney, and do no harm.

It would probably take three categories. The really bad ones, those that do perverted acts but cause no harm, and those that are caught doing an innocent act at the wrong time, or with the wrong person, or in the wrong place, but is consensual.
