Article 1, Section 2 of the US Constitution says only how the number of representatives is apportioned to the states, not how or when the states must decide on district boundaries. In fact, it doesn't even require there BE districts within the states. Like many things, that is left ENTIRELY up to the states.

If I thought your error was due to naivete, I'd borrow your phrase - "Your naivete is shocking" - but we both know that's not it. It is your dishonesty, your blatant disregard for fact and truth, that is shocking ... or would be shocking if you didn't already have such a track record of lies and distortions.

But you could at least have the sense to read the very Web page you linked, presumably in an attempt to prove, rather than disprove, your argument. It says nothing to suggest redistricting can only be done every ten years. Here, read it again:

It is also worth noting that even the Texas state constitution is silent as to how and when US congressional districts should be redrawn. See for yourself:
