Sorry, but here we totally disagree. The optimum level of income tax is exactly like the optimum level of pricing of any goods on the market: that is the perfect market price!
Because that reflects exactly what people in average feel is a fair price for the goods they buy.
As for taxes, imagine it this way:

Ask your friends what they feel is a fair income tax level to pay. Apart from jokes et al, most will give you a number somewhere between 25 and 35% with an average somewhere aro the low 30s.
You price the government services higher much higher than that, massive tax evasion will pop up and eventually a black market be established.
Like in Italy years ago and the way its taking place in Germany right now.
Price it any lower than the level people are prepared to pay would be fiscal stupidity and get you nothing but possibly popular support in the short term on election day.

When a majority of the voters feel satisfied with what they pay for what they get, they no doubt will vote for the party who gives them that.

Democrats tend to add a premium on top of this optimum taxation level for "social engineering" and other strange stuff which all boils down to the same ultimate goal: more government control, decide for your citizens what is better for them since they are clueless anyway...
