It is the authority when it comes to Japan's laws in this area. Any rulings are considered by law to be final. Yes, this is different here, but that is the way it is there. Thus, Intel is guilty and any deviations whether Intel considers it legal or not, will bring them directly into Japanese criminal court. Attempting to minimize it or ignoring it can be extremely dangerous.

Of course you think what can they do? Intel only gets 10% of their revenue from Japan. And worst case is that all of it goes to AMD. Oops, more than doubling AMD's CPG revenue would make it impossible for Intel to make them road kill. Gulp, they could even extradite us Intel managers to throw us in prison. Better check with the lawyers and ...!
