If the penalty is about not allowing Intel people to meet with Ministry employees for a two months, it not big deal, because the systems companies will still be there to sell systems with Intel CPUs. Also, it could backfire on AMD because the technology decision makers may get pissed off at the bosses for hampering their ability to do their jobs.

If on the other hand they BAN the purchase of Intel based systems... but I haven’t seen any info supporting that idea.
