It had never been done before and nobody knew for sure that the theory would also work in real life.

In effect it was done by Kennedy but that was before the promulgation of the "Laffer curve". Kennedy may have had a different motivation, and a different understanding of the economic results. While his tax cut is a matter of public record, I've never seen much material about the reasons he gave for it (unlike Reagan's tax cut, where such material is easy to find).
