Contiguous settlements only should remain. It accounts for 8% of Pal land. The rest you speak of will fall within Palestine and Jews will have to decide if they can live there and Pals will have to decide how to treat those who stay.
Settlements were initially used by Labor to incent pals to make peace post 1967. It seemed to make sense at the time. Certainly didnt work but not everything does.
