During the Cold War, every smaller power tried to play both sides for favor when it could, and both superpowers tried to extend their sway over regions of great geopolitical importance, which the Levant certainly is. The Soviet Union needed influence and warm water ports, and oil for itself and all its Warsaw Pact allies. Nasser & Syria liked the deal on the USSR side better. But Iran and SA stayed on the American side.
