It is common in Europe to have a "chaperone" when you access a reference book, since lots of books are very ancient and are thus extremely valuable.

My daughter spent several months at Oxford and the practice of constantly being chaperoned when reading a reference book was very bothersome. She was not allowed to make any copies herself and the chaperone would make copies on the Xerox machine. The availability of chaperones was severely limited and that constrained the time my daughter could study the reference books.
