I'd guess two thirds would have a hard time writing a check for several thousand dollars for nothing.

what do we do with them?

You bill them. If they don't pay, you go after assets- -homes, cars, businesses, whatever. If they are ever do a refund, you deduct whatever they owe first. Plus interest.

You force THEM into an installment agreement. You force them into withholding agreements for the next X years.

Before withholding, that's what CA did. It didn't work that bad, actually. Most people would rather not have the state gov't on their butts.

And if all the above didn't work, at some point you could add jail time.
