Yes, exactly it is just a price change. If it reflects the hosue being improved then that was counted in investment. And if it reflects an improvement in the neighborhood that too should be reflected in investment. What if it is just trendier people living there and people are willing to pay to live near them?....

Capital gains is a tricky area for national accounting. Obviously if you are overweight in the assets which are relatively appreciating your real wealth will increase and this will affect spending.
