That graph is for the country as a whole. The big increases are mainly in the northern cities, and in the more desirable areas (e.g. near the coast).

I don't know much about planning, zoning etc., except that there are lots of regulations, but a city like Auckland is really run to a large extent by developers, who get the regulations bent when necessary. (I.e. I don't know much but I share the popular prejudices ;-)
