I would expect a big part of that is a defensive reaction - the Ossies need some way to feel good about themselves compared to those who not only have more money, but more foreign travel experiences, larger job responsibilites, etc.

there have been some notable successes in investments in eastern germany.

for example, AMD, dupont, and infineon built chip fabs in dresden that have exhibited innovation and high productivity. the technical university in dresden is quite good and supplies the microelectronics industry with a lot of brainpower.

dresden also has smart car and VW assembly plants. as far as i know, these factories have operated successfully.

in situations where westerners have bought up the commericial real estate, hotels, and restaurants and the easterners work in the german equivalent of a "mcjob", things have not gone so well.

the average münchener is a bit forgetful about the fact that siemens, a huge employer throughout bavaria, was founded and headquartered in berlin prior to WWII. the post war business recovery might have been quite different for bavaria without the capital investment and the windfall from intellectual property associated with siemens.

in any event, there are many areas in which the re-unification could have gone better.
