Condi Rice had zero national security experience when Bush made her national security advisor. She ignored terrorism completely and let 9-11 happen without making a single phonecall, despite many warnings. She was a scholar on Russia living in an Ivory Tower at Stanford. The Bushes picked her because she was smart and black and the GOP desperately needs to show a few colored faces. As a token, she was groomed, then given a high-paying job as a Chevron board member, the oil business basically buying her and paying for her loyalty forever, thanks to the Bushes.
