A lot of our lessened dependence on oil is an illusion.

While part of our "lessened dependence on oil" came from conservation efforts like insulation and co-generation, the larger portion has come from the US losing our manufacturing base, to China in particular.

Yet since we still purchase these products, albeit from China rather than from Illinois, energy prices still affect the price of the final product - even though the energy is used "over there", we use it all the same.

You're correct in noticing that business and consumers continued their borrowing ways during the Clinton administration.

The Federal government on the other hand, shown in blue, paid down their debt significantly during the Clinton period.
