Of course the Brits used the word "country", they had just created it! The only other people regarding it as country were the Zionists; that's why the word "Palestinian" was used interchangeably with "Zionist" during this period.

The Arabs either had no national feeling; or, if any was starting up among them, it was generally pan-Arab; why should they attach themselves to the idea of borders that hadn't been there until 1918?
