They are a devious bunch and maybe we should use that hovering spy plane and find out from whence the weapons come

We're using the spy planes. More importantly, the neighbors are turning in these guys, like just happened to the 10 who shot down the Bulgarian copter.

No, you can't concentrate on the explosives or the splodeydopes. They are in copious supply. The thing to concentrate on is the officer core, those who plan and manage the attacks. Those guys are not easily replaced. I hope the army made good use of the names it found on Zarqawi's computer two months ago.
