The existing literature asserts that development fees do impact home prices. I go back to what you originally mentioned "there is no free lunch." i.e. to the extent that development fees pay for infrastructure those fees are reflected in the price of the home.

If I felt like it I am sure I can dig up some empirical studies of this

I'm not sure what Glaeser has to say on the subject of development fees. His study on the impact on zoning laws (2002 “Zoning’s Steep Price” Regulation Vol. 25: 24-31) on home prices was interesting, but like you I don't trust Glaeser. However, the conclusion he reached was that the supply of land is elastic except in a few areas, such as New York City and some areas of California.
